we are a service provider and havehad an XO OC3 for over a year. uptime is phenominal!!!! not a second of downtime except for once that was related to an accounting issue. Also sppeed is very high and latency low.
Could not ask for more from a carrier

Other Thoughts:
on the rare occasions we have had an issue, their tech support response time could be improved. As a carrier ourselfs we need immediate troubleshooting and resolution. Instead when we call in, they just open a case and can take up to 2 hours before it even gets assigned to a tech.
